First, a Force power is a Force power ... anyone trained to use the Force can use any of the powers of the Force. The statement given by "Leader of the Amish Mafia" - "darth vader could choke people with his mind and no other jedi could do that" is 100% wrong ... any Jedi, dark Jedi, or Sith could do it also.
Force lightning is not lightning as we would think of it ... IE: Thunder Storms ... etc. It is raw power from the Force formed into what looks like lightning. It acts the same way as lightning would but it is not lightning. It is however pretty much a master level power as it takes a tremendous amount of power and control to be used. This power as well as the "Force Choke" are considered "taboo" for a Jedi to use because of their almost purely offensive nature. There have been a few Jedi who have used this power, Kyle Katran %26amp; Luke Skywalker but in those cases it was being used in a defensive and/or "saving" nature. IE: when Luke uses it in the NJO he does it to save his nephew's, Jacen Solo, life. Katran walked the line between the dark and light sides of the Force so his use of it doesn't really count as he has been both good and evil in his life. This power is called "Emerald Lightning" when used by a Jedi in a defensive nature. In the end it is a corrupting power so it is one that is rarely used by a Jedi. Also, a powerful Jedi can both deflect and absorb the massive energy of it as Yoda does in ep II when attacked by Dooku. Use of this power IS damaging to the body but only from extended or multiple use of it. If this is an "dark" power why did we not see Darth Vader ever use it ... glad you asked. Force lightning required a living conduit for the energy to be channeled; thus Darth Vader, despite being an immensely powerful Sith Lord, was never able to properly employ this ability, as all his limbs were prostheses.
This is not a power that only dark Jedi/ Sith Lords have, Jedi can do it too but because of it's purely offensive %26amp; corrupting nature it is rarely used by a Jedi and then only the most powerful of them.

In TFU: Sith Edition, while Marek is fighting Luke Skywalker he, Luke Skywalker, unleashes a deadly strike of red Force Lightning, therefore proving the fact that Jedi can use Force Lightning. Not only can jedi use it, but the can also block it, as seen in Episode III in the battle of Yoda and the Emperor. The attacker is not harmed because as Yoda and numerous other Jedi masters say, "Let the Force flow through you." There's no way to rationalize Force lightning as a defensive power. It's using the Force in an extremely aggressive fashion, so yes, it is inherently a power of the dark side, and using it could have terrible consequences.....So in short it's not that a Jedi can't use lighting if they wanted to do so, it's the fact that they are forbidden to under the Jedi code any aggressive nature by a jedi is a path to the dark side. also darth vader could choke people with his mind and no other jedi could do that. the dark lord did say that if he did join the darkside he would discover powers that no one could think were possible. he planted the idea of tryin to save his love which never happened. i believe though its from the hatred that builds up inside of you that you're able to unleash it in some non normal way. cuz everytime vader got upset he would mind choke someone but even though the jedi's dont have that power yoda was able to counter it and send it bck so it works both ways.In star wars why can dark lords shoot lightning out of their finger but not jedi?i don't think it's lightning that's evil. it's just the spell of it that's evil. like maybe the spell isn't really even lightning, but just some dark spell that looks like lightning, u no? nobody ever said that spell is lightning, because if it is, if you think about it, all you need is to wear some lightning-proof armor and you're set!In star wars why can dark lords shoot lightning out of their finger but not jedi?
