Glow-Up Bulb is good in a lot of decks, maybe not this one, but if you really want a level 1 tuner, this is a good choice.
The White Stone of Legend is good because it's a Dragon and has a good effect (provided you run Blue-Eyes White Dragon, which you should if you're going to run White Stone of Legend). In response to the other two answers: both Spore and Glow Up Bulb are splashable, and they can each be used twice, with minimal cost. I am sorry but do not listen to them for if you read shooting star dragon's summing conditions then you will notice that it says 1 tuner synchro monster, there is only 1 card that will work and that is Formula Synchron. I know this from experience because some of my best friends run Shooting Star Dragon deck and this is the only way to make it
